Handled extensive analytics and strategic planning for operating portfolio in close collaboration with property management leadership. Worked closely with finance team and development project managers on LIHTC applications, feasibility, forecasting and life cycle transactions. Managed relationships across five regional offices and 14 states with local community reps, government agencies, stakeholders, lenders and investor partners.

Responsible for creating an asset management approach to ensure long-term health of multifamily affordable housing portfolio of 2,000 units funded by LIHTC, HOME, project-basedSection 8 and USDA; establishing best practices to address high-risk areas in the portfolio; assessing property performance; and establishing clear and measurable action plans for the portfolio in alignment with nonprofit mission and strategic plan. Worked with development director on analysis of acquisitions, supporting LIHTC application process, reviewing operating budgets and underwriting/proforma analysis.

Special Project Manager – Preservation Policy                                                                                                       Saint Paul, MN

 

Leadership and oversight of special project focused on preservation policy and portfolio risk for the State of Minnesota. Funded by John T. and Catherine D. MacArthur Foundation, this project brought together lead funders in the state (HUD, Family Housing Fund and Greater Minnesota Housing Fund) to review and re-focus criteria for preservation funding to be integrated into the state’s QAP for LIHTC applications.

 

I supervised a team of seasoned staff and collected data from key stakeholders and experts to establish data-driven thresholds and criteria for early identification of at-risk Section 8 and unsubsidized affordable properties.  Worked collaboratively with software development team to create web portal for risk assessment of the state’s affordable multifamily portfolio of 90,000 units.

 

Affordable Housing Connections, Inc.                                                                                                                               2007 – 2009

Compliance monitoring of 9,000 units of affordable housing for local municipalities acting as suballocators of LIHTC awards in the state of Minnesota. Supervised file and physical inspection procedures and program compliance practices for LIHTC, HOME, Section 8 and CDBG funds. Managed team of compliance officers and staff responsible for file audits and physical inspections and prepared IRS Form 8823 for filing by suballocating agencies.  Performed training and consulting on workout scenarios for troubled properties and portfolios.

Oversight of LIHTC portfolio. Created proformas and assembled funding applications for state agency and suballocators. Coordinated new construction, acq/rehab and occupied rehab projects from application through construction to closing and perm debt conversion. Managed due diligence for limited partnership entities including predevelopment, debt restructuring, dispositions, LPA and tax matters, financial analysis, annual audit reviews, and cash flow distributions.  Oversight of third-party property management including physical needs assessments, annual budgets, market analysis, compliance matters and best practices.
